15. UCLA (Last Week Rank: 15)

The Bruins also had a week 2 bye and did not play thus they remain at 15 in the "Okay Tier".

16. Minnesota (Last Week Rank: 18)

The Golden Gophers deserve to rise the rankings after their shutout win against Rhode Island. Beating Rhode Island isn't as impressive as it should be and they still have a loss on their record. They should continue to rise but let's take it one week at a time.

17. Maryland (Last Week Rank: 7)

Someone has to be at 17 and ahead of Northwestern and it might as well be the team that has their first Big 10 loss of the season. I do think Maryland will be a better team than this, but at 1-1 and currently last in the Big 10 standings, it's hard to rank them much higher.

18. Northwestern (Last Week Rank: 16)

It took one single week for Northwestern to find the bottom of this power standings. They just are not a very good football team and their 26-20 loss against Duke proved it. It was truly a hard game to watch no matter who you were rooting for, simply ugly.
